Through the Sustainable Business Opportunities in Türkiye project, Building Markets supports unregistered businesses in earthquake-affected regions to access the formal economy through registration support in Gaziantep. The project also promotes the formalization of employment and facilitates job matching between businesses and job seekers in Adana and Hatay, while fostering social cohesion between Syrian and Turkish entrepreneurs.

This project is designed to:

  • To Stimulate New Entrepreneurs Access to The Formal Economy: by supporting 100 unregistered businesses formally registered and Building Markets will be providing legal counselling for MSMEs.

  • To Provide Job Seekers with Sustainable Employment Opportunities: By supporting the employers are willing to formalize unregistered workers to obtain formal employment. Also supported by matching between the job seekers and the businesses who are willing to hire new workers.

  • To Boost Businesses’ Engagement in Social Cohesion Initiatives: By bringing together diverse groups of entrepreneurs, including Syrian refugees and Turkish-owned businesses, the project fosters collaboration and mutual support, helping to build stronger, more integrated communities.

Supplier Scope of Work

Function: Consultancy Service for Entrepreneurship Training

Location: Gaziantep

Duration: Expected start date is April 1st, 2026, and end date is Jul 31st , 2026

Summary: To strengthen the resilience and growth potential of Syrian-owned MSMEs operating formally in Türkiye, the Sustainable Businesses Opportunities in Türkiye project will deliver in-person entrepreneurial technical training to 20 businesses that have benefited from the registration support (RUHSAT support).

Programs Focus:
We are inviting the suppliers to provide their offers for consultancy for entrepreneurship training to 20 businesses that have benefited from the registration support (RUHSAT support). The training aims to expand beneficiaries’ access to information, tools, and practical strategies within the Turkish entrepreneurial ecosystem and enhance their long-term sustainability and competitiveness.

Target Group:

  1. 20 Syrian-owned MSMEs, including dual citizenship.

  2. Businesses that have benefited from registration (RUHSAT) support under the project.

  3. Operating formally in Gaziantep

  4. Each session will have a duration of 2–3 hours

  5. The number of sessions will be agreed upon with Building Markets

Duties & Responsibilities: The selected trainer(s) will:

  • Design a practical and context-specific training curriculum.

  • Deliver in-person training sessions at the Building Markets office in Gaziantep.

  • Provide interactive, case-based, and practical content tailored to refugee entrepreneurs.

  • Share relevant tools, resources, and guidance applicable to the Turkish business ecosystem.

    The training content could cover:

  • Navigating the Turkish business ecosystem

  • Accessing KOSGEB and İŞKUR programs

  • Understanding government incentives, grants, and subsidies for SMEs

  • E-commerce and digital marketing

  • Core business development skills (financial literacy, business planning, growth strategies, etc.)

Program materials and session delivery should be available in Arabic.

Deliverables:

The selected supplier will be expected to:

  1. Develop a context-specific entrepreneurship training curriculum in Arabic tailored to Syrian-owned MSMEs and submit it to the Building Markets team in advance for review and approval.

  2. Prepare all Arabic-language training materials, including presentations, tools, pre-tests, and post-tests, and submit them to the Building Markets team in advance for review.

  3. Conduct pre and post-tests and collect participant evaluation forms.

  4. Submit a final consolidated report summarizing training implementation, participant results, key outcomes, and recommendations.

Qualifications

  1. Proven experience in delivering entrepreneurship and business development training.

  2. Strong knowledge of Türkiye’s business ecosystem, including SME regulations and public support programs

  3. Experience working with Syrian-owned businesses, refugee entrepreneurs, or vulnerable MSMEs.

  4. Strong facilitation and training delivery skills, with the ability to provide practical and results-oriented sessions.

  5. Previous experience collaborating with INGOs or international organisations (preferred).

Session Reporting

After each training session, the supplier will submit a comprehensive Post-Session Report, which will include the following:

  1. A summary of the topics covered during the sessions.

  2. Challenges encountered and lessons learned throughout the sessions.

  3. Recommendations of activities and ideas to be implemented and delivered later to the beneficiaries as observed. 

  4. A summary of participant feedback, gathered through evaluation forms, highlights key trends, areas for improvement, and overall satisfaction.

Only bids exceeding a Technical Proposal score of (35 out of the Total Score) will be considered for financial evaluation.

Terms and Conditions

General Terms and Conditions

Building Markets will review all quotes and score them based on the above criteria. Preferred and backup suppliers will be selected, after which a contract will be signed between the parties.

A Service Agreement will be awarded as a result of this RFP.

Under a Service Agreement, the Supplier agrees to a specific cost for a set good or service at the negotiated price. The FWA will thus not be adjusted on the basis of the supplier’s actual costs incurred in performing the contract, which means that the supplier assumes all cost risk of contract performance. Building Markets will issue Purchase Orders indicating the number and extent of the good or service requested from the agreed Service Agreement prices. Building Markets reserves the right not to issue any Purchase Orders despite entering into the Service Agreement.

Building Markets is not bound to accept any quotation, nor award a contract/ Purchase Order, nor be responsible for any costs associated with the preparation and submission of a quotation, regardless of the conduct or outcomes of the selection process.

Building Markets reserves the right to accept or reject any Proposal, to render any or all Proposals as nonresponsive, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected supplier, or any obligation to inform the affected supplier(s) of the grounds for Building Markets’ action. Building Markets shall neither be obliged to award the contract to the lowest price offer.

While Building Markets prefers to work with a single supplier, the organization reserves the right to divide the work under this RFP across multiple service providers. Prospective suppliers are encouraged to highlight areas of relative expertise when submitting their offers.

Conflict of Interest

Building Markets takes special care to comply with transparency, accountability and generally applied work ethics within all domestic and donor regulations, and international laws applicable to the countries where it operates.

Any attempts or suspicion of misconduct to influence the integrity of the procurement process, whether by Building Markets personnel or outside suppliers, will fully be investigated. By submitting your proposal, you accept to immediately declare any potential conflict of interest, even if cursory or unintentional, upon becoming aware of such for immediate internal review by the organization. Failure to declare such conflicts of interest, even if accidental, may result in litigation.

Non-disclosure Agreement and International Compliance

By submitting your proposal, you agree that in the event of being selected to undertake this project, any team members involved in the development of said project are willing to sign a non-disclosure agreement to maintain confidentiality of data involved.

You also agree to sign anti-terrorism and anti-fraud declaration forms, and have your name searched against an international database conducting terrorism background checks. There is no additional burden to you as a supplier; only consent is required.

Compliance with personal data protection laws

Building Markets is committed to ensuring the security and protection of the personal information that we process, and to provide a compliant and consistent approach to data protection.

For the purposes of this RFP, the prospective supplier represents and warrants that it or any of its potential subcontractors are in full compliance with the Law on the Protection of Personal Data numbered 6698 (hereafter referred to as the “KVKK”) and any relevant applicable data protection legislation (hereafter referred to as the “Data Protection Regulations”).
