Building Markets is dedicated to empowering small businesses, in the Sustainable Business Opportunities in Turkiye project we are working to stimulate new entrepreneurs' access to the formal economy by supporting them in the registration process in earthquake affected regions (Gaziantep).

This project is designed to:

  • To Stimulate New Entrepreneurs Access to The Formal Economy: by supporting 100 unregistered businesses formally registered and Building Markets will be providing legal counselling for MSMEs.

  • To Provide Job Seekers with Sustainable Employment Opportunities: By supporting the employers are willing to formalize unregistered workers to obtain formal employment. Also supported by matching between the job seekers and the businesses who are willing to hire new workers.

  • To Boost Businesses’ Engagement in Social Cohesion Initiatives: By bringing together diverse groups of entrepreneurs, including Syrian refugees and Turkish-owned businesses, the project fosters collaboration and mutual support, helping to build stronger, more integrated communities.

Supplier Scope of Work

Function: Social Cohesion for Business

Location: Adana and Hatay

Duration: Expected start date is March 1st, 2026, and end date is June 30th, 2026

Summary: The project will implement 10 tailored social cohesion programs, each designed in collaboration with one participating business.

Programs Focus:
We are inviting the suppliers to provide their offers for social cohesion programs for a total of 10 businesses from different sectors (e.g., textile, communication, construction, food, prosthodontics, etc.). Turkish or Syrian-owned businesses employing Syrians and Turkish will be selected based on their interest and potential to adopt inclusive workplace practices. In this program, businesses recognise the importance of social cohesion for community well-being and business success. 

The program aims to:

  1. Support companies in developing internal systems and practices that ensure equality, safety, and integration in the workplace.

  2. Promote interaction and collaboration between the refugee and the host community employees.

  3. Build business capacity to manage diversity and inclusion as part of long-term HR and CSR strategies.

  4. Contribute to broader social cohesion and peaceful coexistence through improved workplace relations and fair employment practices.

  5. Promote equal access to opportunities for women, youth, and vulnerable groups.

  6. Enhance overall workplace wellbeing, trust, and productivity.

Duties & Responsibilities: The supplier shall be responsible for preparing and delivering social cohesion programs for selected businesses. By developing internal systems and practices that ensure equality, safety, and integration in the workplace.

The supplier needs to provide the following duties:

  • Participate in selecting the companies.

  • Leads needs assessments and develops tailored plans.

  • Designs and delivers all interventions in person.

  • Peer mentorship between employees.

  • Cross-departmental team projects.

  • Establishment of grievance or feedback systems.

  • Inclusive communication and HR tools.

  • Support to develop internal hotlines or equality committees.

  • Archiving and documenting all processes

  • Ability to implement activities in person within Adana and Hatay.

Program materials and session delivery should be available in both Turkish and Arabic.

Deliverables:

The selected supplier will be expected to:

  1. Lead needs assessments and develops tailored plans.

  2. Design and deliver all interventions in person.

  3. Prepare progress summaries and final evaluation reports.

Qualifications

  1. Demonstrated understanding of workplace policies, employee relations, and organizational practices.

  2. Demonstrated experience and expertise in social cohesion.

  3. Proven track record and experience in designing and developing strategies.

  4. Demonstrated experience working with diverse groups, including refugee and host-community populations

  5. Solid understanding of workplace dynamics, employee relations, and organizational practices

  6. Ability to implement activities in person within Adana and Hatay.

  7. Strong reporting and documentation skills, including the ability to produce progress summaries and final evaluation reports.

Session Reporting

After each training session, the supplier will submit a comprehensive Post-Session Report, which will include the following:

  1. A summary of the topics covered during the sessions.

  2. Challenges encountered and lessons learned throughout the sessions.

  3. Recommendations of activities and ideas to be implemented and delivered later to the beneficiaries as observed. 

  4. A summary of participant feedback, gathered through evaluation forms, highlights key trends, areas for improvement, and overall satisfaction.

Only bids exceeding a Technical Proposal score of (35 out of the Total Score) will be considered for financial evaluation.

Terms and Conditions

General Terms and Conditions

Building Markets will review all quotes and score them based on the above criteria. Preferred and backup suppliers will be selected, after which a contract will be signed between the parties.

A Service Agreement will be awarded as a result of this RFP.

Under a Service Agreement, the Supplier agrees to a specific cost for a set good or service at the negotiated price. The FWA will thus not be adjusted on the basis of the supplier’s actual costs incurred in performing the contract, which means that the supplier assumes all cost risk of contract performance. Building Markets will issue Purchase Orders indicating the number and extent of the good or service requested from the agreed Service Agreement prices. Building Markets reserves the right not to issue any Purchase Orders despite entering into the Service Agreement.

Building Markets is not bound to accept any quotation, nor award a contract/ Purchase Order, nor be responsible for any costs associated with the preparation and submission of a quotation, regardless of the conduct or outcomes of the selection process.

Building Markets reserves the right to accept or reject any Proposal, to render any or all Proposals as nonresponsive, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected supplier, or any obligation to inform the affected supplier(s) of the grounds for Building Markets’ action. Building Markets shall neither be obliged to award the contract to the lowest price offer.

While Building Markets prefers to work with a single supplier, the organization reserves the right to divide the work under this RFP across multiple service providers. Prospective suppliers are encouraged to highlight areas of relative expertise when submitting their offers.

Conflict of Interest

Building Markets takes special care to comply with transparency, accountability and generally applied work ethics within all domestic and donor regulations, and international laws applicable to the countries where it operates.

Any attempts or suspicion of misconduct to influence the integrity of the procurement process, whether by Building Markets personnel or outside suppliers, will fully be investigated. By submitting your proposal, you accept to immediately declare any potential conflict of interest, even if cursory or unintentional, upon becoming aware of such for immediate internal review by the organization. Failure to declare such conflicts of interest, even if accidental, may result in litigation.

Non-disclosure Agreement and International Compliance

By submitting your proposal, you agree that in the event of being selected to undertake this project, any team members involved in the development of said project are willing to sign a non-disclosure agreement to maintain confidentiality of data involved.

You also agree to sign anti-terrorism and anti-fraud declaration forms, and have your name searched against an international database conducting terrorism background checks. There is no additional burden to you as a supplier; only consent is required.

Compliance with personal data protection laws

Building Markets is committed to ensuring the security and protection of the personal information that we process, and to provide a compliant and consistent approach to data protection.

For the purposes of this RFP, the prospective supplier represents and warrants that it or any of its potential subcontractors are in full compliance with the Law on the Protection of Personal Data numbered 6698 (hereafter referred to as the “KVKK”) and any relevant applicable data protection legislation (hereafter referred to as the “Data Protection Regulations”).
